Read a thread about this tone stack at the AX84 forum from 2009 and it sounded like the ultimate TMB replacement. everyone all excited about it, but i have not read anything about it other than that. Was this just a passing phase that turned out not to be as great as first thought or what? Has anyone tried this or read anything else about it?

I don't have any info about a jrb tonestack, but just hearing the mention of the Judge brings back fond memories of a favorite hangout across the bay. Judge Roy Bean's had a lot of famous players and was a great place to hang out. Too sad it burned down.

Figured it was worth it to resurrect this thread since there seems to be comparatively little info out there about the JRB stack. I recently tried it in a homebrew amp because I wasn't happy with the results I was getting from either a TMB stack or a single tone control.

I "ditto" everything Danhei says there---the JRB stack is very flexible, the controls are intentionally interactive, it's utterly different from a TMB stack and requires experimentation, and one of its strengths is that it can provide either a sweepable mid notch or a slight mid hump depending on settings.
What I can say is that for me, in this amp, it was the answer to my tone stack woes. I love it. YMMV, of course, and you will certainly need to do some research and experimentation to figure out which resistors to include (or not) in your application. Some of the info is confusing in that regard.

That sort of reminds me of the wide panel 5D6 bassman tonestack... could be wrong though!
