Is possible realize a clone of the Univox U45b using pcl86 tubes in place of ecl82 tubes, without any other mod than the use of a proper PT and OT ?

Yes. Shouldn't be a problem.

The pentode in a PCL86 is 9W and the triode is 1/2W, and the heaters are 13V (the triode and pentode filaments within the tube are in series)

The U45b circuit has a tremolo speed control, but no depth control. I'd change R21 to a 500k potentiometer so the tremolo intensity can be adjusted.
