A friend asked me how to reduce B+ and I give him the schematic of the amplified zener that I've find in Merlin's book

He has build the unit but he say that the voltages didn't decrease
I've no way to have under hand the amp because it is on the other side of Italy
does there is something wrong on my schematic or may be one of the components is broken ?
My friend say all components are OK but I can't verify
May be the zener is to be connected reversed instead as in the schematic ?
The fact that it works on the CT confuses me
EDIT: The zener is draw as it must be, the problem is elsewhere
