Title: An interesting regulator to have 5v for relays from 6.3v heater winding

This regulator has a drop of only 1v

so it can be used as to obtain the 5v necessary for the relays

starting from the 6.3v heater winding

True; but relays don't need regulated power. Throw a few dozen ohms in series with the 5V coil to get 4.5V-7V, they will be fine.
