I've find this schematic in a site where it is described as an active Baxandall TS

is it really an active TS ?

Yes. Look at the mic channel. Notice C8 connects from V3 plate back to the TS? That puts the TS in a negative feedback loop between the plate and grid of V3. The gain of V3 becomes frequency dependent on the TS knobs.
