That's a Corgi, and that's normal table-manners for a Corgi.

We now have a 62-pound Pyr and a 20-pound Corgi. Takes several minutes for the Pyr to eat her dinner. Corgi is done in 34 seconds.

I have the same situation

One gobbles, one takes it's time

I can give a full sized biscuit to both dogs

One will lick it, look at it, lick it again. Eventually he cracks a piece off. Eventually he eats it and he seems to savor it

The other one goes Crunch! - Gulp!
