I am not familiar with that circuit, but on some trem plugs, you have to ground the tip on the jack to totally shut it off.
Use a dummy plug that has a wire shorted tip to ground.
That's the way it is on the trem circuit I use on my AB763 boards

I have a rca plug with a red wire sticking out of it
That makes it easy to grab and pull the plug out of the rca jack
