Do you have a source of stable, low a.c. voltage?

It might be easier to do a simple test by connecting the cap in series with a resistor across a known a.c. voltage, and calculating the value of capacitance (if that's what you wanted to know).

If you were trying to determine the brand of the cap, a picture would probably yield more responses.
