 New Lead and Bass 50

 I am helping a young friend build a Lead and Bass 50 and we fired it up for the first time today everything looks good (now that we added the wires to pin 6 of the el-34's from the bias circuit that he forgot) except we are seeing 350v on pin one of V3 (p.i.) and 170v on pin 6 also the amp is very quiet (maybee we killed the power tubes I redplated them several time trying to solve the bias circuit problem)
Any Ideas on the P.I. voltage issue?

 Are the cathodes of the PI jumpered together? Also, double-check the values of the PI plate loads.
