Title: Princeton Reverb Build: CAP Can Question. Is it bad?

Just finished up my princeton reverb build and I am getting some crazy 60 cycle hum. I have narrowed the problem down to something in the reverb circuit or tone stack. So naturally wanted to check B+ voltage DC and AC. Went to check AC on filter cap can and it is swinging around like crazy. Is my cap can bad? or is this 60 cycle from somewhere else. BTW I have wired up a star ground and every combo of grounding schemes and that will not fix it.

Its just a general amprobe autoranging multimeter. It is on AC.
