I noticed that on the downloadable Fender-63-Reverb-Schematic.pdf (pcb version but technically the same) the 6v6 plate voltage is 289vdc but shown at a mere 19.8vac at the anode which would make the output quiet low (milliwatts not watts) the champ which is similar on the other hand is a beefy 185vac 340vdc plate voltage
I'm assuming that this is not a printing error and that the reverb input requires only a modest current, is that the case? or am I missing something?

Sounds reasonable to me. No need for much power to drive the tank's tiny transducer.
