Just starting on tube amp design and building. This seems a very reasonable price.

1- It is a Power transformer not Output transformer. See screen shot here.
2- It is for 230 volts wall voltage, do you live in Europe ? It do not work in North America
3- Wich amp do you want to built ?
What is you skill in building amp ? Best is to start to built a know amp...from a kit ?
To design a amp who will play well is not a easy job.

How do you explain that you confused an output transformer with a power transformer?

Nothing in the product info regarding the spec / rating of the wire insulation used to wind it. Ok, Hammond etc don’t tend to either, but they’ve got a reputation to uphold.

Mum bought me a shortwave radio tube kit.
I was curious and did a quick Google to see what was out there, the Ali listing caught my eye because of the good price, didn't look at listing that closely, misread it.

You're right, they should, but they probably do not have the information.
If you're interested in building an amp, my suggestion is that you start with a simpler design than what is implied.
There is a lot to learn. Not just the theory, but the skills needed for sourcing your parts, your chassis, the build itself, the inevitable troubleshooting, and -- finally -- the glory of a beautiful sounding amp that you have put together.
A reasonable place to start is with Hoffman amps designs and kits. These are not complete kits -- you will have to source transformers and chassis -- but we have a lot of experience guiding folks through these builds. Believe me, you will learn a lot, and it is fun. Not cheap, though. Another way to go is something like a Mojotone kit, and there are others.
If you've read even one of the books you've cited, it's time to build!

Building a amp is not like building a furniture or assembled plastic car.
You need to know how and where put grounds and run wire just to name a few. Not only soldering wires between part..

Well.... actually, it could work in N. America. It looks like there are two pairs of identical secondaries, so at 120V, He would only need to wire each identical winding in series with each other to recover the voltage. But it would work fine, provided the load on the secondary didn't overload the rating.

Aliexpress is not the right webshop to buy parts for amps except knobs or other cheap plastic stuff. Our western suppliers buy asian plastic parts too...
But the heart of an amp should be a safe and reliable part , not some Chinese ripoff
