Title: IEC plug wiring

I wasn't aware you could swap Hot and Neutral into the PT. In this diagram they have it twisted ( i assume they believe it doesn't matter?). I'm concerned.

The transformer doesn't care.
Your snip is missing information, but I'll assume that the twisted blacks are going to a power switch that switches both primary legs at the same time.
So, the switch doesn't care either.
As long as you've got the "HOT" going to the fuse then you have satisfied the amp gods.

It helps cancel magnetic field radiation from current running through the wires that can be injected into other wires/circuitry causing noise/hum.
