Hi guys,
I have not come across this before

It appears that the laminates have voltage on them and are insulated from the outer frame that holds it to the chassis
The tag is between the laminates and insulation and then disappears into the winding.
The insulation seems to be working but if you touch the frame around the laminates, it a 250v sting.
Why would the laminates need to have voltage on it?????

Tab removed from under the laminate, no voltages on the laminates.
Doesn't seem to have any effect on the OT's operation.

I've seen one of the hot wires of the secondary connected to the lamination (and then to ground) only on Microwave Oven transformer never seen something like what you haved
