never seen this. What is this resistor\cap to ground doing after the coupling cap?

It's a fixed tone citcuit. Replace the 1M resistor with a 1M pot and you will have a simple "treble bleed" tone control as found in millions of low cost amp circuits such as table radios, old tvs, cheap guitar amps, etc. Here's an example...
