Title: PT has two sets of Primary inputs?

This PT as two sets of AC inputs. Which ones do i use?  pin 1-2 or pin 3-4 ?.  Can i tie pin 1-3 together and pin 2-4 together? i dont get this.

For 120Vac input

Jumper 1 and 3 and hookup one primary input leg
Jumper 2 and 4 and hookup the other leg

Ignore the "series winding" connection note at the bottom of my screenshot that was meant for the next picture.
 Your instructions are to connect the windings in parallel
