I'm looking for something that can print out and locate, position tube mounting and pot chassis holes on a paper template that can be stuck on a chassis then drilled out. Is there any software suitable for this?

Well, what I use is a kludge :dontknow:, but it works.
I use Front Panel Express software -- free download on their site.
Draw my chassis design, with tube holes, transmission cutouts, whatever.
I print them in "tile mode" at 100% scaling. I do have to tape the pieces of paper together to make a complete template. Then, use double sided tape to place on the chassis and voila, there you have it, a proper drill and layout guide. With new to me designs, I will make multiple revisions before proceeding. It's a big help in increasing one's build quality.
Not sayin' this is the most efficient method -- any CAD software will work -- but it is free. :icon_biggrin:

Visio can do that. You still have to provide the brain cells.
