Can't remember for sure .....................
Anode with a CLR (current limiting resistor) goes to the 9v positive
Cathode to ground
Is this correct?
Does it matter where the CLR is placed in the circuit? In other words, can it be placed both on the anode or cathode side?

The CLR must be in series with the LED. Doesn't matter if it's connected to the cathode or anode.
