  Where is the best place to get a capacitor substitution box?

You can find ready-made boxes on ebay, but the good ones could be expensive and/or have a limited range of values.

Or you can make one. Get a apir of binding posts, whatever cap values you want, a single-pole multi-throw switch (say, 12 positions) and a box. Use a common end that runs to one of the binding posts, and connect that common to one leg of each of the caps. Connect the other end of the caps to a position on the switch, and the center lug of the rotary switch to the other binding post.

Cap substitution box done.

  Looks like I will have to do that, cant find anything I like on ebay or on the net.
