 5E3 heater wires @ low voltage

 I just began testing my delux amp built from scratch and using a hoffman board. Nothing is working properly.
First issue is that the heater wires are reading around 3volts AC. Is this a PT problem?
I am using mercury magnetics Axiom transformers for both power and output. I have gone over the layout diagram a million times and everything is connected properly. The PT has a filimant center tap, which I star grounded. The latter is the only difference that I can find with my amp and the diargram (which uses the two resistors.) (note: I set up the amp in series with a 100 Watt bulb, as was suggested. Although the caps fully charged, the bulb never lit up i.e, a leak??)
HELP please.

 What kind of voltages are you getting off of the HV windings and the Recty filiament windings
