Title: How does a treble Booster work?

Does a PURE  treble Booster(say, like the famous Rangemaster) Pump up the treble only, or does it also cut bass frequecies? Does it boost all bands?
I am asking becuase I have one of these Vox Cooltron "Vox AC30 in a box" effect pedals that de3finitly cuts bass as part of its  its proclaimed treble boost feature.

most treble boosters are boosters that cut bass. if you increase the value of the in or output cap you get more bass.

I built one called a screamin bird by jack orman i think.  it is killer. I love the freq it boosts
