6G16 heaters

Doing a conversion. The tranny i have is supplying 3.25v to the heaters. This seems very low. They're supposed to be 6.3v. Is this normal? I have read people say this is fine. At a loss here.

The heater filaments are between pins 2 and 7 on octal output valves, or between 4 and 5 on EL84.
What do you measure there? ie a probe clipped to pin7, the other clipped to pin 2.

Havent hooked up the trans yet. I've measured it and the specs on it are 3.25v to the filaments. Can i use it? Also, this amp is 6L6 (Vibroverb)

Not sure what transformer you have, but many that supply a Vibroverb will have two green wires and a green w white stripe (the center tap). 

Make sure you are measuring VAC between the two green wires; you will likely see about 6.4 VAC.  If you measure between a green and the center tap, it will measure about 3.2 VAC.
