help building Doug's bias checker

I'm trying to build this bias checker but I have a question about the instructions. The bare wire that I'm to solder to pins 1-7 on the tube base: Is it only though pins 1 and 7, or does it run through every pin from 1 to 7? Do I run this wire through every pin and snip it so that it protrudes from every pin 1 through 7 on the tube base and solder all of these pins? Or do I just run this wire out of pins 1 and 7 only and solder it there?
Also, does the positive wire going into the multimeter hook up to the tube base or the tube socket?

Your gonna need to run an individual piece of wire from the solder tab on the socket and run it through the base and out through the pin.One wire per pin/tab for each pin 1-7. Then you solder the braid to the socket and the wire to the base at pin 8. I would wait to snip each wire until you have soldered all the pins.
