.410 is an odd nut, but here in USA ALL caliber bullets are mostly extinct, when I asked at a gun/ammo store they laughed and said we're 6mths into the end of the world, you woke up late

looks like herters garbage or the like. typical overloaded inconsistent russian made crap. toss it, or like you said, it's the EOTW and that's all that's left.
