Deluxe Reverb insulating board

I've been working my way through Dougs " How to Service a Fender Amp" with a '79 Deluxe Reverb and when I got to the crackle section I removed the insulating board and found this piece of wire stuck to the board. So I thought I would share it and find out if anyone else has seen this. It didn't seem to affect anything or cause any problems but I thought it was strange.
