Cap Voltage Question

The question of the decade!
Would there be any tonal change (dullness / muting) if lets say you used a 500VDC electrolytic cap on a 2.5VDC cathode voltage?

With that drastic of a voltage difference than needed, I'm not sure there would be enough voltage for the caps dielectric to form?

The reason i am asking is because i have a Hi-Fi unit that is weak on the FM output even though all IF cans are adjusted perfectly. The AM side blows smoke is good and LOUD. One of the caps calls for a 33uf / 150VDC. There is a 47uf / 500VDC cap on one of the power supply nodes. I think my best bet is to start measuring plate voltages. But no schematic is available for this unit.
