Torevibe Build Problem

My torevibe is finally assembled, I have two questions.  First, why the 100 ohm resistors from the lamp terminals to ground, as shown in the photos online?  That's unfamiliar to me, didn't do it on any previous amp builds.  Second, All I get is a Putt Putt, no other sound.  Any guess on where to start troubleshooting?  Thanks in advance for any help.

100ohms pairs from pilot lamp to ground is what sets the reference to 6.3VAC.
It's used as a 'substitute' for a real center tap on heaters windings.
You must choose one way only. Can't run both!

Triple check everything. Since it's a new build, check All resistors and caps values. Wiring. Solder joints. Grounds.
Record voltages and compare against schem.
