Amp noise: Scratchy pot on guitar but pot is good

I just noticed that this Regency amp that I'm playing around with makes some of my guitars' volume controls sound scratchy. The Tele I was just playing has a brand new Alpha pot in it though, so I don't think there's anything wrong with the pot and I haven't noticed that behavior when playing the guitar through other amps. I have a dim recollection (it's been a while since I did any amp work) that this is a sign of what - some stray voltage that shouldn't be getting to the pickup? What am I trying to remember here? This must be a common problem so I'm hoping there's an easy answer.

sounds like you might have DC voltage present on the input jack.  See Dougs troubleshooting guide:

I'll bet you're right; thanks for that link. There are a couple of caps that I haven't replaced yet (they're a nightmare to get at) and I would suspect them first.
