Rugged EL34?

I need to supply a number of amps with new EL34's, and the the requirements (not mine) are that they be at the low end cost wise, IE: RH, JJ, etc, and they be rugged. Tone wise average is acceptable. No need for great tone, just decent. Who makes 34's that are rugged at around the same cost as the ones i mentioned which would be $30-$40 a pair?

Who makes 34's that are rugged?

In what voltage environment for plate and screen? Do the amps have screen R's for each EL34? What are their values? What amps? How hot will they be biased?

All these things matter. Some modern amp builders design and run their amps power tubes right at the edge of melt down. No tube is going to last in that situation. Would have little to do with the tubes being rugged.

They're for all sorts of amps. They're going in everything imaginable.  I just want to know what is reliable today. I know SED's are but they're too $.
