Flameproof resistors question

Is correct to think to the flameproof resistors as resistors that if there are problems acts as fuses ?

(like the X2 capacitors that blow open and not short)

and so is useless and dangerous to substitute them with more big resistors in a circuit where they are planned ?

They are not designed to be used as fuses.They are used to prevent flames in a position of high current or higher voltage or both.Carbon resistors can catch on fire,so the best alternative is to use flame proof resistors.
  The fact that they do just open up and not short out makes them act like fuses which is a bonus,but it's not usually in the design.
