Their is a 470ohm resistor and I have seen it listed as 3watt and 10 watt. What would be correct?

Either. I might even split the difference and use a 5 watter.

IAW the original Fender schematic, there is 19 volts across that 470Ω resistor. So the resistor is dissipating 0.77 watts.
A schematic, layout, and hi-rez pics are very useful for troubleshooting your amp. Don't wait to be asked. JUST DO IT!
