Why are speakers rated at 400 Hz and not 1K Hz, Possible answer

I researching antique phones, and found a comment from Western Electric.  The human voice average frequency is 400 Hz.   The standard 1K Hz, is average of the audible range of human hearing.

Now the two standards make sense.
