on V2A's cathode does the 220k - 680 voltage divider?  perform the same function as a bypass cap?

Approximately. Same at V2B.

The extra resistor costs less than a cap and may live longer. It also avoids a low frequency roll-off.

Gain is not fully up to fully bypassed.
