Traynor YCV 40 lowB+

Got a Traynor YCV 40 with a board #M581-4.00
I'm getting 160vdc on output transformer center tap with the tubes in and 315vdc with the tubes out.
 I get 220vdc to ground on pins 4 and 9 on all 3 12ax7 tubes. I've replaced Q1,Q8,Q10 and Q12 whats left. The power transformer tests good and I get the the same readings with the output transformer disconnected.
Can any one point me in the right direction.

This makes no sense. Therefore it is not wired right. I would inspect ALL grounds. Broken wires, rusty screws, tarnished connectors.

Reflow the PCBs. I had a similar problem with the same amp and it was the 6l6 sockets. I had to suck the old solder out and resolder.
