Reverb problem Sound X-305R

Wired 60's Sound X-305R amp
No schematics online and the amps I've seen online were different.
I've recapped and checked all resistors and caps. When you turn the reverb up the reverb works but past halfway the volume drops.
The reverb tank is driven by half of a 12au7 the other half is the pi. No reverb transformer, 12ax7 return.
The tank measures 168 ohms in and 173 output. No markings I suspect that this is a bad any ideas.
