If the aliens are counted in the census, the census apportions the House of Representative members.
This determines the break down of congress and also the presidency.
The electoral college is based on the number of house of representatives members plus senators.
If you import 10 million people, that is more than the population of 40 of the US states as of the 2023 census.
Only 10 states have a higher population than 10 million.
