I just built a Dan Armstrong Green Ringer from General Guitar Gadgets. The pedal passes signal but the effect is not pronounced. The volume is also lower with the pedal on. Troubleshooting amps is much easier for me than effects (this is my first pedal build). Anyone build one of these before and experienced this?

I haven't built that particular pedal...yet....so I can't offer any good suggestions.
But...check with the good folks at the DIY Stompbox forum.  I am sure that someone there will get you going on troubleshooting it.
