If I pull my elevation from the same node as the phase inverter would I want to ground the voltage divider at the input jack or PT bolt?
I can’t see that it should make any difference.

Look at the filter cap that is this power supply node.
Ground wherever that filter cap grounds.

Why?  You're using the voltage from the + end of that cap, so you might as well complete your circuit to the - end of the same cap.
