What is the purpose of this?

A friend of mine gave me his Xits X10 amp to re-tube and clean up. I popped it open and noticed this. It just doesn't make any sense to me.
The filter cap/resistor and the .1 film cap all go to the V1A cathode. There is room to look under the board and the .1 is tied to ground just as the negative of the filter cap and resistor are. My question is why on earth would the builder design this? Surely a .1uf cap wouldn't do much in parallel with a 25uf? Just seems odd to me, and wondering if there's an explanation anyone knows of. Thanks.
I don't know much about these amps. Apparently they were all the rage 10-15 years ago but the company seems to be long gone. Used ones sell for huge money on reverb though.

The e-cap is imperfect, added inductance.

An audiophile fad is to say that a small film cap across the e-cap "bypasses" it.

The way this one is laid out, the added cap has the same path-length and just about the same parasitic inductance.

This actually leads to a very complex response, usually far above the audio band.

It is just woo-woo.

I figured it was just eye candy/dressing and voodoo to add $50 bucks on to the final cost. Thanks.

Most Xits buyers have no idea what is going on inside, or why.  So this one un-touted "feature" probably didn't influence the amp's "value proposition."

More likely, we're seeing that the builder was influenced by a certain line of thinking that had some traction a while back, and didn't fully understand all the points PRR made.
