Do the tarffis apply on used gear from Canada?

Anybody buy anything from Canada recently?

I have a guitar FX, used, ~$300 I want to buy from a guy in Canada. The normal import/duty taxes from Canada to the US would be about $30 or $35 on $300. That's not too bad since the price on this is a pretty good deal. 

But, if I have to also pay a tariff, that could be 25% or more on top of the normal import/duty taxes.

I spoke with someone at an import brokerage, they said I'd have to prove duty was already paid or I'd have to pay a tariff on it.
